📋 Methodology (Updated per ECCC Guidance, January 2026)
This audit implements the classification framework from Minister Julie Dabrusin's official
response. Data sources updated to ECCC-recommended MSC Datamart and Collaboration Server
(obsolete FTP removed). Stations classified into 5 categories per ECCC guidance.
Effective failure rate excludes decommissioned stations. Scope: ALBERTA, ONTARIO, QUEBEC.

🔬 Scientific Integrity
Climate research requires continuous long-term records. Stations classified as
ACTIVE_TRANSMISSION_ISSUE create gaps that distort trend analysis and
regime change detection.
