This audit implements the classification framework from Minister Julie Dabrusin's official response. Data sources updated to ECCC-recommended MSC Datamart and Collaboration Server (obsolete FTP removed). Stations classified into 5 categories per ECCC guidance. Effective failure rate excludes decommissioned stations. Scope: ALBERTA, BRITISH COLUMBIA, MANITOBA, NEW BRUNSWICK, NEWFOUNDLAND, NORTHWEST TERRITORIES, NOVA SCOTIA, NUNAVUT, ONTARIO, PRINCE EDWARD ISLAND, QUEBEC, SASKATCHEWAN.
