This audit implements the classification framework from Minister Julie Dabrusin's official response. Data sources updated to ECCC-recommended MSC Datamart and Collaboration Server (obsolete FTP removed). Stations classified into 5 categories per ECCC guidance. Effective failure rate excludes decommissioned stations.
